The General Authority of Civil Aviation (GACA) of Saudi Arabia is opening new doors for the global aviation industry by allowing international operators to enter the domestic private aviation market. As part of its broader strategy to enhance the private jet sector, GACA has lifted cabotage restrictions on foreign on-demand charter flights within the Kingdom. This initiative is further supported by the formation of a sector development committee, which aims to foster collaboration between international and domestic business jet operators.

Effective May 1, 2025, foreign charter operators will have the opportunity to apply for permission to operate domestic flights in Saudi Arabia, provided they meet the specific regulatory requirements set by GACA. This move is expected to increase competition, attract foreign investment, and provide greater flexibility in the Kingdom’s general aviation market.

According to Imtiyaz Manzary, General Manager for General Aviation at GACA, this decision aligns with the authority’s vision to position Saudi Arabia as a premier general aviation hub. Alongside this regulatory change, GACA is spearheading an extensive infrastructure program to establish new private airports and terminals, reinforcing the Kingdom’s commitment to expanding its aviation capabilities.
