Dr. Himanshu Jindal

Regional Director – Asset Management, Parsons | Middle East

Dr. Himanshu Jindal is a senior infrastructure and asset management executive with more than 20 years of experience advising governments, sovereign entities and major infrastructure organisations across the Middle East and Asia-Pacific.

As Regional Director – Asset Management at Parsons, he helps organisations transform complex infrastructure portfolios into high-performing, financially sustainable assets—connecting enterprise strategy, capital planning, asset performance, risk and digital transformation to maximise whole-of-life value.

Prior to joining Parsons, Dr. Jindal served as Director – Asset Management at Dar Al Riyadh Group, advising Saudi government entities and Vision 2030 programs on asset strategy, governance, lifecycle investment planning and performance transformation. His work integrates ISO 55001, EXPRO principles and financial governance to optimise CAPEX and OPEX and strengthen risk-based investment decisions.

His international experience includes an AUD 4.4 billion Australian rail program and an asset management mandate covering 1,079 aviation facilities across 684 sites for Airservices Australia.

His leadership bridges finance, strategy, engineering and operations, using lifecycle costing, risk-based capital prioritisation, digital twins, AI and predictive analytics to translate asset intelligence into board- and CFO-level investment insight. This experience spans the full infrastructure lifecycle—from investment strategy and capital allocation through operations, asset performance, resilience and long-term value optimisation.

Dr. Jindal holds a PhD in Engineering and an MBA, with executive education from Oxford SaĂŻd and AGSM. He is a Fellow of Engineers Australia (FIEAust), Chartered Professional Engineer (CPEng), Engineering Executive (EngExec) and Certified Asset Management Assessor (CAMA), combining technical, commercial and strategic leadership to help organisations treat infrastructure not simply as assets to maintain, but as investments to optimise.
