Ciaran Scanlon

Ciaran Scanlon is a Chartered Engineer (C.Eng, MIMechE) and MBA with nearly 40 years of global experience delivering major aviation and rail infrastructure programmes, including 12 years across the Middle East. He is currently Director of Aviation & Rail at ARX Engineering Consultants in Riyadh, leading technical advisory for ECI elements of the Terminal 6 development at King Salman International Airport, 

His career spans landmark aviation programmes including Client Project Director for the $1.8Bn Muscat International Airport, Programme Delivery Director for London Luton Airport's $3.5Bn expansion, and Programme Director for Dublin Airport's $2.0Bn development programme, delivered on time and on budget. He has also held executive roles on major rail programmes including Networkrail, Riyadh Metro, Qatar Rail, and Etihad Rail.

He brings deep expertise in Programme Delivery, ORAT and airport commissioning, client-side programme leadership, and executive stakeholder engagement across government and industry.
